Halliburton Does (Dirty) Laundry

I MAY be missing something, here, but wasn't the U.S. Military designed to be mobile and self-sufficient? If so, why does Halliburton have a 7 billion dollar contract to provide logistic services? What are those? Well, food, shelter, and clothing, for example. In other "wars" the Army pitched their own tents, peeled their own potatoes, and washed their own clothes. Reports indicate that Halliburton was paid 100-dollars (each) to wash 15-pounds (each) of laundry from U.S. Forces. That's a pretty darned expensive laundrymat.
