A bill to modify the Patriot Act has been defeated in the U.S House of Representives. The measure would have blocked part of the legislation's provisions that allow for the investigation of people's reading habits.
At issue was the section that lets authorities get special court orders requiring book dealers, libraries, and others to surrender records. This includes purchases, as well as Internet sites visited on a library computer.
Critics contend the provision undermines civil liberties and threatens to let the government snoop into the reading habits of innocent Americans.
Justice Department documents assert that terrorists have communicated over the Internet via public library computers.
